Clark County
Public Works regularly receives inquiries from
the public and the County Commission about the
possibility of installing new traffic signals or
multi-way stop signs at certain intersections
where these devices do not currently exist.
The Traffic
Management Division staff, or a private
engineering consultant under contract with the
county, evaluates existing traffic volumes and
the crash history at each selected intersection
to determine if a traffic signal or other change
of traffic control device is warranted.
Nevada Revised
Statutes 484.781 states that all traffic control
devices used by local authorities must conform
to the manual and specifications adopted by the
Nevada Department of Transportation (NDOT). NDOT
has adopted the Manual on Uniform Traffic
Control Devices (MUTCD). The MUTCD requires that
an intersection satisfy at least one of the
eight traffic signal warrants before a signal
can be legally installed.
The warrants are
tests against the intersection’s current
vehicular and pedestrian volumes and an analysis
of its crash history. Please note that case law
has consistently held that satisfaction of one
or more warrants does not mandate a signal
installation at an intersection.
The actual data
collection and analysis typically take only
about two weeks. Due to the high volume of
requests; however, there is always a backlog of
warrant studies. The average study takes about
two months from the request to its completion.
Currently, Public
Works Traffic Management is getting assistance
from consultants to reduce the backlog. If the
traffic signal warrant study concludes that a
traffic signal is warranted, then a process to
design, fund, and construct the signal is
initiated.
