Addressing Airport Noise


“Noise” is defined as unwanted sound.  To address the unwelcome sound sometimes caused by aircraft over flight, the Clark County Department of Aviation has prepared a Draft Federal Aviation Regulations (FAR) Part 150 Noise Compatibility Study Update for McCarran International Airport

The Draft Update includes recommendations and measures identified by the Department of Aviation, with the assistance of a public working group, aimed at reducing the impact of aircraft noise in the communities surrounding the airport.  The current Noise Compatibility Study is over a decade old, previous noise reduction measures need to be reassessed, and new measures warrant review.  Preparation of the Draft Update is not mandatory; however, by conducting the study the County will become eligible to receive funds from the Federal Aviation Administration (FAA) to implement the Update’s recommendations.

Noise Abatement and Mitigation Measures

Some of the noise abatement and mitigation recommendations included in the Draft Update are:

  • Encourage the use of existing noise abatement flight tracks to ensure that aircraft fly over historically utilized departure and arrival corridors.  

  • Conduct studies to develop and enhance advanced navigational procedures for departures and arrivals, and encourage the use of advanced navigation technology to follow more predictable and precise flight tracks.  

  • Continue to encourage airlines to utilize quieter aircraft and establish a recognition program for airlines that adhere to the principles of the Airport’s “fly quiet” program. 

  • Continue to support legislation which phases out noisier aircraft.

  • Continue to work with the Clark County Department of Comprehensive Planning, the City of Henderson Community Development Department, and the University of Nevada Las Vegas (UNLV) to amend land use and/or master plans to discourage the introduction of noise sensitive and otherwise incompatible land uses in areas exposed to aircraft noise of DNL 60 and higher.

     

  • Continue to support redevelopment in areas exposed to aircraft noise of DNL 65 and higher and transitioning from noise sensitive land uses to airport compatible land uses.

The Draft Update can be viewed at various locations throughout the County.  For a list of these locations, please visit www.mccarrannoisestudy.com.  The Update may also be viewed on this website beginning Aug. 29.  The public is welcome to provide comments on the draft document.  Comments should be mailed to Clark County Department of Aviation, Planning Department, Attn: Jeff Jacquart, P.O. Box 11005, Las Vegas, NV 89111-1005 and must be received by 5 p.m. on Oct. 6, 2006.

An Open House, the fourth being held during the Update process, will be held Wednesday, Sept. 13, 2006 , at the Clark County Government Center , Cafeteria ( 500 S. Grand Central Pkwy. , Las Vegas , NV ) from 6 p.m. to 8 p.m.


Next Steps


A formal Public Hearing will be held during the Clark County Board of Commissioners’ regularly scheduled meeting on Tuesday, Oct. 3, 2006 , at 10 a.m. at the Clark County Government Center , Commission Chambers ( 500 S. Grand Central Parkway , Las Vegas , NV   89155 ).  Once finalized by the County, the document will then be submitted to the Federal Aviation Administration for review and approval.  The implementation of the approved noise measures will occur over the next few years.
