Public Encouraged to Help Redraw Commission District Boundaries

Citizens are being encouraged to help officials redraw County Commission district electoral boundary lines. A series of public hearings – eight between May 9 and June 14 – are scheduled.

County Commissioners reviewed three proposals for new boundary lines and favored Plan ‘Z’ since it went the farthest in addressing growth while balancing population among the seven commission districts and shifted the fewest voters.

Under this proposed plan, the population deviation between the largest and smallest districts is slightly less than 5 percent.

Currently districts have a total population deviation of more than 45 percent. For instance, the Southeast District A, represented by Bruce Woodbury, has a population of more than 326,000. Meanwhile, District D, represented by Yvonne Atkinson Gates, has a population of about 210,000.

Plan ‘Z’ also follows natural and man-made boundaries as well as existing district boundaries to the extent possible, maintains identified communities of interest, and under-populates fast-growing districts to allow slower-growing districts to "catch up," officials said.

Commissioners touted Plan ‘Z’ for its equity and fairness but asked that more input be sought from the public. If approved by the County Commission, the new boundaries would not go into effect until November or later.

Efforts to help educate the public about the matter include the following:

  • A special section has been created with a front-page link on the county Website at www.accessclarkcounty.com. The section features maps of the existing district boundaries and proposed boundaries of Plan ‘Z,’ the public meeting schedule and a summary of Plan Z.

  • Public service announcements are running on Clark County Television (CCTV) Channel 4.

  • Information has been provided to the news media for dissemination to the public.

  • Display advertisements of the redistricting proposal meeting schedule and website were placed in the Las Vegas Review-Journal, the area’s dominant daily newspaper.

  • Information is being sent via E-mail and U.S. mail to community stakeholders.
