County Manager Announces Acceptance
of Position as Vice Chancellor

County Manager Thom Reilly announced that he is accepting a position as vice chancellor of the University of Nevada Health Sciences Center for the Nevada System of Higher Education.

Reilly said it would be his intent to remain with the county through August 17. He has been county manager since August 2001.

Reilly said he would work with the County Commission to ensure there is a smooth transition.


“It’s been a distinct pleasure to serve the citizens of Clark County and the members of the County Commission ,” Reilly said. “I’ve had some wonderful years here and have worked with a lot of very talented people who take their roles as public servants very seriously. Now I look forward to continuing to serve the people of this state in my new role.”

As county manager, Reilly is responsible for the executive oversight of a government that provides both regional and municipal-type services to over 1.8 million residents and 38 million tourists per year.  If Clark County were a city, it would be the largest in the state.

In his position as the county’s chief executive officer, Reilly is charged with carrying out the policies established by the seven-member County Commission.  Reilly is responsible for the fiscal management of the county’s $5 billion budget and provides administrative oversight for 38 diverse and geographically dispersed departments, including McCarran International Airport and the University Medical Center, and the more than 10,000 employees. 

Reilly began his professional career as a child welfare case manager for the state of Tennessee in 1983. He accepted his first position in Nevada as a policy analyst in 1987 with the Department of Human Resources in Carson City.  In 1988, Reilly assumed the position of Chief of Social Services, and was subsequently promoted to Deputy Administrator before moving to Las Vegas in 1991 to join the Division of Child and Family Services.   In that role, Reilly was responsible for overseeing the child welfare system for the state of Nevada.   

Reilly left the state in 1997 to serve as director of Clark County Administrative Services, where he served as the chief administrative officer and was responsible for administering and planning Clark County ’s legislative initiatives, franchise agreements, emergency management, policy and program development and strategic planning efforts.

In August of 1999, Reilly departed from Clark County to accept a position as Associate Professor at the University of Nevada, Las Vegas (UNLV).   He has instructed a number of graduate level courses in Public Administration and Social Work, and continues to teach on a part-time basis.   While at the University, he founded and facilitated the Health Access Consortium, a collaborative venture among health, government and civic leaders in the Las Vegas area working with medically underserved and uninsured.

Reilly holds both a Doctorate and Master of Public Administration degrees from the University of Southern California (USC), a Master of Social Work from Arizona State University , and a B.A. from Memphis State University.  He is the author of numerous peer-refereed articles in the areas of health and human services, environmental planning and citizen participation.  Dr. Reilly is active in numerous community organizations and serves on the editorial boards for the journals, Public Administration Review (PAR) and Administration in Social Work.

In October 2005, Reilly was elected a Fellow of the prestigious National Academy of Public Administration (NAPA).  The Academy is the preeminent independent, non-profit organization for public governance.  Established in 1967 and chartered by Congress, the Academy has become an independent source of trusted advice for every branch and level of government.
