What is statement of qualifications?

Throughout the past two decades, Clark County, Nevada has been identified as one of the fastest growing metropolitan regions in the United States. Last year, it continued to break national growth records and according to the U.S. Census Bureau, experienced a building boom equivalent only to the post-World War II Sun Belt migration!

As a result of this phenomenal growth, the Board of Clark County Commissioners challenged its Public Works Department to create a variety of in-house techniques to fast-track the start of critically needed road and flood control improvement projects. One of these measures, the Statement of Qualifications (SOQ) process was adopted in 1991. Essentially, the SOQs allow for a pre-qualified listing of professional service providers to be developed and approved every 18 months. The use of this pre-authorized listing expedites the selection of private consulting firms available to Public Works in such fields as engineering, surveying and other land-use related services. These outside resources provide assistance to the department in carrying forth its massive capital improvement program. For many years this process was completed in "hard-copy" format and required many hours of time and effort by firms to complete and deliver on time.

In 2001, Clark County Public Works was the first agency to develop an online statement of qualifications submittal process called E-SOQ eliminating unnecessary time and expense to participating firms. Since its debut, the E-SOQ has received numerous awards and recognition for integrating technology with government.

General Requirements

Clark County is looking for the best, qualified firms possible to provide technical expertise and professional services to the fastest growing metropolitan area in the country. Firms may apply for ranking as a service provider or as a service and work provider. Works and services are listed on the Matrix of Works and Required Services. The following should be kept in mind when considering application:

  • Firms proposing to provide a service must be a Prime for that service and must perform over fifty percent of the work.
  • Firms proposing to provide a work must perform over fifty percent of total work.
  • Firms proposing to provide a work must be a Prime for those services as identified in each works chart.
  • Firms must have a local office and perform a majority of any work locally. The responsible project manager must also be located in the firms local office during the term of any contract with the County. the firm must also be able to legally execute contracts within its local office.
  • All firms are required to have the necessary business license to perform services in Clark County.
  • In order to be considered as a provider, all firms must indicate that they will meet the minimum County insurance requirements when selected for a Public Works project.

The online SOQ submittal was designed to assist the consultant community in making the application process faster and easier. In addition, this format should also save their organizations time and money.
