Dear Residents:                     

As the condition of the economy worsens, so does the county's fiscal picture. 

While we are doing our part to save money, the Governor's proposed budget will soon be decided by the Legislature. His proposal to divert county property taxes from the general fund to the state would create a large deficit in Clark County that will negatively affect basic services that all of our citizens rely on. 

If the Governor's proposal does not take money from the county, revenue projections will still fall short. To address that issue, department directors presented a series of budget reductions to commissioners. The commission also approved the extension of a voluntary furlough program that was based on a successful pilot program where 811 county employees took voluntary unpaid days to save the county more than $400,000.

I am also working on  an ordinance that will require those lobbying county commissioners to be registered, just as they would at the state. You may have also read about the so-called "ice cream truck noise ordinance," that I proposed at the request of constituents. The ordinance would restrict the noise that comes from portable audio equipment placed on mobile food vendors.

Lastly, I hope to pass an ordinance requested by some Metro officers last year to establish a Crime Free Multi-Housing ordinance similar to what the city of Las Vegas has had in place for over 10 years. The ordinance requires managers of apartments to complete a Landlord Training Program and submit to a criminal history background investigation.

Turn Out the Lights on Saturday Night, March 28

 

 

 

 

 

 

 

On Saturday, March 28, 2009, Las Vegas will stand in solidarity with the world to raise awareness about climate change. As part of this initiative, for one hour beginning at 8:30 p.m. PST, casinos and hotels on and off the iconic Las Vegas Strip will dim or turn off neon and flashing lights creating a once-in-a-lifetime viewing event. 

Clark County will be participating in this event by shutting off the exterior lights to nine of its buildings. We ask for residents to join together and support the cause by turning off their lights and enjoying candlelit dinners or game nights, acoustic concerts, or simply taking advantage of the hour to spend it with family and neighbors.

We hope you will take part in sending a powerful message that Las Vegas cares about climate change and is taking action.

Federal Dollars May Have Large Impact on District E

Residents living in District E may see the largest impact of federal dollars aimed at stabilizing neighborhoods affected by the foreclosure crisis as compared to anywhere else in the county, according to a new report.

This year, the U.S. Housing and Urban Development Department will allocate approximately $31 million in Neighborhood Stabilization Program (NSP) funds to Clark County to spend on first-time homebuyer assistance, housing rehabilitation, acquisition of vacant homes for rental housing, housing counseling and redevelopment.

To decide where the money was most needed, boundaries were drawn identifying the most affected areas to target in each district. In District E, the NSP target area shows that more than 2,100 homes are in foreclosure, making it the district with the largest need for those federal dollars.

The program's intent is to provide relief to the county’s hardest hit areas by reducing the number of vacant homes left behind from foreclosures.

Commission on Aging Holds Solutions Forum March 19

The Nevada Governor's Commission on Aging (COA) cordially invites you to attend an interactive strategic and educational forum. Please join us in developing the solutions to our state’s caregiving issues. We will discuss methods of awareness and education with adult children, caregivers of aging parents, others who influence care giving decisions, and older adults themselves. This “Solutions Forum” will:

  • Address the complexity of dealing with Nevada’s aging explosion;

  • Heighten awareness of the resources and programs available to help support current or eventual caregiver roles;

  • Clarify what public services and programs are available, and what they may or may not cover for beneficiaries;

  • Explore resources, such as  volunteerism, media, education, self-management, and fund development

The Nevada COA has extended this invitation to both traditional and non-traditional partners in order to obtain a unique view of the issues caregivers in our communities face on a daily basis. The forum will be held at the following time and place:

Organization Offers Training to Reduce Feral Cat Numbers

 

The passage of the new ordinance by the County, 10.06, allows for the management of cat colonies under a program of Trap, Neuter, and Return (TNR). This was a great victory for the dedicated groups and individuals who have been working with feral cats for years.

We still need the cities of Las Vegas, Henderson and North Las Vegas to adopt the same ordinance for consistency and cat management. Ask your friends who live in those areas to call and ask their council members to sponsor and support a TNR ordinance.

We are reaching out and engaging new people, in an effort to bring in more resources to help with the care and management of the cats. The issue is communication and education. Many people have been trying to help cats in their neighborhoods without enough resources while others who would like to help are unaware of what they can contribute. We hope to bridge that gap.

We hope to expand our most important resource, the dedicated cat caretakers, by providing training and support to help them get feral cats spayed or neutered. The common goal is to help the cats have a better life and eliminate the problems caused by an unmanaged colony and reduce the stray cat population by sterilizing them. We killed almost 20,000 cats in the last couple of years.

We will be offering monthly classes on the concepts of managing a feral colony using TNR. The class will cover the entire process and introduce the reader to the groups, which can assist with your colony. The cats will receive better care by having caretakers organized in the neighborhood. Neighborhoods and the support organizations can use resources more effectively. The more colonies, which are being managed, and the more caretakers to support the colonies will be a more effective way to achieve the goal.

Make Your Voice Heard by March 13 to Ban Mobile Billboards

Residents in opposition of mobile billboards will have a chance to make their voice heard in Carson City by signing a petition to ban them--you know, those trucks with billboards on wheels causing traffic congestion?

The petition supports Bill Draft 56 which prohibits billboards displaying advertisements or other material for the sole purpose of compensation. 

Mobile billboards pose a threat to public safety because they can be a safety hazard in high winds, create a distraction to drivers, increase traffic  congestion and contribute to global warming.

Learn How to Protect Yourself Against Auto Theft on March 3

Las Vegas Metropolitan Police Department wants to help you protect yourself against auto theft. There will be a specialist speaking on this issue at the First Tuesday meeting  at 7 p.m., March 3 at 750 Sierra Vista Drive.

First Tuesday is a monthly meeting where crime prevention and safety information is provided to the community. Your questions and concerns are welcomed also.

Construction Crews Begin Burying Power Lines on Flamingo

Construction on a conversion project to bury overhead power lines on Flamingo Road from Koval Lane to Interstate 15 began Feb. 17 and is expected to last up to 18 months.

The project is funded by Harrah’s Operating Company, Inc. and is part of a special improvement district. Construction will take place overnight between 9 p.m. and 6 a.m. Construction began at the Flamingo substation on the northeast corner of Koval Lane and Flamingo Road and will move down toward Interstate 15.

During construction hours, traffic lanes will be reduced on Flamingo Road, and drivers will be advised to use alternate routes and to expect some delays.  The construction will involve three phases: trenching roads, underground cabling and transmission-pole removal.

Efforts will be made to reduce the impact to properties located along the street, including the Westin Hotel, The Meridian, Bally’s Hotel and Casino, the Flamingo Hotel & Casino, Caesars Palace and the Bellagio, during different phases of the construction. 

Construction updates will also be sent to the Taxi Cab Authority, the Regional Transportation Commission of Southern Nevada/Citizens Area Transit, the Las Vegas Convention & Visitors Authority, McCarran International Airport and other local transportation and visitor organizations in an effort to minimize impacts on traffic.

People without insurance or access to health care can now get high quality affordable health care through the Cambridge Family Health Center. 

The center operates on a sliding scale, according to income and can cost as little as $20. Proof of income is required. Nevada Senior Games Taking Entry Applicants

Nevada Senior Games, Inc. (NSG) today announced the opening of the 2009 season with three exciting events for adults 50 and better.

The kick-off events include:

  • Softball Tournament Co-Hosted by Las Vegas Senior Softball Association from April 18th thru May 5th;
  • The 3rd annual 3 on 3 Basketball tournament on May 16th and 17th. 

On May 30th and 31st, the Nevada USA Track and Field Championships, co-hosted by the University of Nevada, Las Vegas.  This event invites competitors from ages 16 to 90-plus to participate.  This intergenerational event offers competitors of all ages the opportunity to share and learn while competing.

Upcoming events include volleyball, and golf tournaments and more, culminating in the fall with the Nevada Senior Olympics.

For those concerned about their health and wellness, but not athletically or competitively inclined, Nevada Senior Games also offers a FREE weekly indoor walking program for adults 50 and better.  Each session features a 1 hour walk, fresh fruit, bottled water, blood pressure readings and a weekly door prize.  The walking program provides a non-stressful introduction to a regular exercise program.  You do not have to walk for the full hour to participate.  For those who already are exercising, the program offers a change of pace and a chance to meet new people.

In addition, Nevada Senior Games will soon be offering a series of Health and Wellness events and informational programs dedicated to improving the Health and Wellness of adults 50 and better.

Airport Noise Report Shows Decline in Complaints

The Department of Aviation showed a 73 percent decrease in the number of noise complaints connected to McCarran Airport, Henderson Executive Airport and North Las Vegas Airport, according to a 2008 annual report released in February.

Noise complaints dropped from 4,944 in 2007 to a total of 1,358 in 2008, according to the report. The complaints in 2008 came from 520 callers and occurred in the Spring Valley area at 43 percent, followed by the city of Las Vegas at 21 percent. A total of 15 percent of the calls came from the Paradise and Winchester area. 

On average, each caller or household issued 2.6 calls each. The reason behind the decrease is a reduction in repeat callers. For example in 2006, 70 percent of the noise complaints came from two households. In 2007, 38 percent of complaints came from 13 households.

For those in the Paradise and Winchester area, the construction of the runway has caused flights over your homes. The project may be completed by the end of the summer and the airport appreciates your patience.

Chris G. Town Hall Set for    April 9 at 5:30 p.m. 

Commissioner Chris Giunchigliani held her sixth town hall at Cambridge Recreation Center on Feb. 12 and welcomed more than 88 people who attended. 

Citizens living in County Commission District E are invited to participate in the next town hall Thursday, April 9 from 5:30 p.m. to 7 p.m. at the Hollywood Community Center, located at 1650 S. Hollywood Blvd.

Residents are invited to share ideas and concerns affecting their neighborhood. County staff will also be in attendance and additional topics may include traffic, police protection, regional transportation, code enforcement and animal control. A representative from the Parks and Recreation Department will present their drawings for the Hollywood Aquatics Center.

Book Signing Party for Local Author Becky Davis Mar. 21

Join author Becky Davis for a special book signing of her book, "Red Carpet Chronicles," an illustrated children's book that makes the desert landscape come to life. 

The book signing is March 21 at 12:00 pm to 2:00 p.m at Winchester Park, 3130 S. McLeod. All remaining profits from the book will go to the Friends of Winchester.

Getting children excited about the desert where they live was Becky’s goal as author of Red Carpet Chronicles. The illustrated picture book, sponsored by the non-profit organization that supports the Winchester Park and Desert Demonstration Garden in Las Vegas, teaches children about desert plants that are “water-smart”
additions to the landscape. Not only are desert plants natural born survivors; their unique characteristics can capture the imagination of children.

Becky Davis leads audiences through the lives and mysteries of the Mojave Desert plants through a vivacious and knowledgeable
reporter named Terri Terrain. Children, as well as adults, will be intrigued with answers to questions such as: What plants can treat burns and bug bites? Which bush looks dead during drought times, but comes quickly back to life and bloom as soon as it rains?

Becky Davis has a master’s degree in education. She has taught first and second grade in the Clark County School District. Becky left the classroom for a short time in order to educate teachers, literacy
specialists, and administrators on the current research and importance of reading in a child’s education. Now, back in the
classroom, Becky is working with her favorite audience, first graders.

Progress on Public Work Projects in District E

There are several projects underway in District E designed to repair and improve the community. Here are a few of projects that have just been completed at Homewood Park Neighborhood Pride Zone and the Seas at Christy Neighborhood Pride Zone:

  • Medians and islands were installed at Backstage Boulevard and Florrie Avenue to make left turning movements more safe.
  • Added 1/2 mile of concrete sidewalk along Backstage Boulevard between Desert Inn Road and Twain Avenue. 
  • The crosswalks at Backstage Boulevard and Twain Avenue have been completed.
  • The striping on North Christy Lane, which includes bike lanes has been completed.
