All juveniles between the ages of 14 and 18 years of age must obtain a Work Permit for each job held until the age of 18. An exception to this would be a juvenile working in a family owned business.
There are numerous federal, state and county guidelines that apply to the issuance of Work Permits for juveniles. Federal regulations supersede county ordinances or Nevada Revised Statutes. The most stringent guidelines are in effect for youths aged 14 and 15. Federal regulations were initiated under the Fair Labor Standards Act to prevent oppressive child labor.
Juveniles 14 and 15 years of age cannot work during school hours and never before 7:00 a.m. or after 7:00 p.m. on a school day nor more than a total of 3 hours a day or 18 hours per week. The exception to this regulation is during the traditional schools summer months. June 1 st through Labor Day, 14 and 15 year old juveniles can work until 9:00 p.m. and up to but not more than 40 hours per week. Juveniles in this age group attending a school with a non-traditional schedule may work until 9:00 p.m., with a work week not to exceed 40 hours during non school weeks.
The U.S. Department of Labor has identified many occupations deemed too hazardous for the 14 and 15 year old age group, i.e., mining, warehousing, public messenger, power-driven machinery, construction, cooking, power-driven kitchen appliances, the maintenance of machinery, etc.
More information on the standards set forth by federal regulations are published in Subpart C of Part 570 of Title 29 of the Code of Federal Regulation, Child Labor Regulation No. 3.
At age 16, juveniles may be employed in any occupation other than a non-agricultural occupation identified as hazardous by the United States Secretary of Labor such as mining, exposure to radioactive substances, power-driven woodworking machines, etc. Additional information on the standards for this age group is published in Subpart E of Part 570 of Title 29 of the Code of Federal Regulations.
For laws governing juvenile employment in the State of Nevada, see Nevada Revised Statutes Chapter 609, Employment of Minors.
Clark County issues Work Permits to protect juveniles from curfew violations. County Curfew Ordinance 12.12.020 Subpart C states the curfew exception for employed juveniles as, "If a child is legally employed, for the period from one-half hour before to one-half hour after work, while going directly between his or her home and place of employment, the juveniles copy of the Work Permit with the name of employer and work hours must be carried on the person of the juvenile at all times".
County Ordinance 8.24.010 (E) requires that all juveniles employed by a liquor licensee shall obtain a "Work Identification Card" issued through the County Licensing authority in conjunction with the Las Vegas Metropolitan Police Department which authorizes the card holder to work as a non-gaming employee as defined in this section.
To obtain a Work Identification card County Ordinance 8.24.030, Subpart (E) requires that, "All minors under the age of seventeen years must submit, along with the application, a standard letter of approval to work obtained from the County Juvenile Department."
