When children cannot be safely reunited with their parents, an alternate plan is made to enable them to have a permanent home. Adoption is one of those alternatives. Adoption is a legal process. An individual who adopts a child has the same rights and responsibilities of a birth parent. When a child with special needs is adopted, the agency may provide ongoing financial support to that child and family. The support is provided through an adoption subsidy.
