Field Registrars are volunteers trained by the Election Department to register qualified voters on behalf of the Registrar of Voters. Field Registrars cannot engage in partisan activities while representing the Election Department.

Requirements

To become a Field Registrar, you must:

Be a registered voter in Clark County

Not be a candidate for nomination or election

Have photo identification

Bullet

Successfully complete Field Registrar training

Training

Prospective Field Registrars must attend about two hours of training on the lawful conduct of their activities, including:

Custody of registration materials

Applicants must pass a brief written examination at the end of the training session. Successful applicants must sign a Field Registrar Oath and will receive an identification badge to wear while registering voters.

Class Schedule

Below is a listing of the regularly scheduled classes for 2008.  Classes will be held at the Clark County Election Center, 965 Trade Drive, North Las Vegas.

If you cannot attend any of these classes, contact the Election Department to discuss alternatives.  If there is enough demand, additional evening classes may be scheduled.  Please call 702-455-0076 or 702-455VOTE (8683) to reserve a seat or for more information.

"NOTICE OF INTENT"

All currently appointed Field Registrars must account for the unused Voter Registration Applications that he or she did not return to the Clark County Registrar of Voters by October 9, 2008, per NRS 293.505(5).  To meet this requirement, Field Registrars must complete and submit a "Notice of Intent" form by the above deadline.  The form also provides notification of whether the person intends to continue serving as a Field Registrar.  You may print the form from the Internet at:

Coercion and Intimidation:
Persons must not intimidate, threaten or coerce any other person: for registering or voting; for urging or aiding persons in registering or voting; for purposes of interfering or influencing how a person chooses to vote or not vote; or for purposes of preventing a person from voting.

False Information:
Persons must not procure or submit materially false, fraudulent or fictitious voter registration applications in any election that includes a federal candidate.

Payment:
Persons must not pay, offer to pay or accept payment for voting, registering to vote, withholding their vote, or voting for or against any candidate in any election that includes a federal candidate.

State Law Violations:

Alteration, Defacement or Destruction of a Voter Registration Application:
Willfully altering, defacing or destroying an Application after it has been signed by an applicant, except to make changes at the applicant's request, is a felony subject to a civil penalty of up to $20,000 in addition to any criminal penalties.

Assisting Improperly with a Voter Registration Application:
A field registrar who assists a person in completing an Application and commits any of the acts below is guilty of a felony and subject to a civil penalty of up to $20,000 in addition to any criminal penalties.

Assists a person in completing an Application and fails to include his or her name, mailing address and signature in section 13 of the Application

Bullet

Retains the actual Application and fails to enter to his or her name on the duplicate copy or receipt retained by the voter upon completion of the form

Knowingly registers an unqualified person or a person who has filed a false or misleading Application

Bullet

Registers a person who fails to provide satisfactory proof of identification and the address at which he or she actually resides

Bullet

Distributes a petition or other material concerning a candidate or question that will appear in the next election

Solicits a vote for or against a question or candidate

Bullet

Speaks to a voter about marking his ballot for or against a question or candidate

Delayed Delivery (More than 10 Days) of a Voter Registration Application:
Willfully submitting an Application to the Clark County Registrar of Voters more than 10 days after it is completed is a felony subject to a civil penalty of up to $20,000 in addition to any criminal penalties.

Delegation:
A field registrar who delegates his or her duties to another person is guilty of a felony and subject to a civil penalty of up to $20,000 in addition to any criminal penalties.

Falsification:
A field registrar who knowingly falsifies or causes falsification of a Voter Registration Application, or gives money or other compensation to another for a falsified Application is guilty of a felony and subject to a civil penalty of up to $20,000 in addition to any criminal penalties.

Misrepresentation:
Holding oneself out to be a field registrar or performing the duties of a field registrar, without proper appointment as a field registrar, is a felony subject to a civil penalty of up to $20,000 in addition to any criminal penalties.

Payment:
Providing compensation for registering voters based upon (a) the total number of voters a person registers or (b) the total number of voters a person registers in a particular political party, is a felony subject to a civil penalty of up to $20,000 in addition to any criminal penalties.

Refusal to Register Persons Because of Party Affiliation:
A field registrar who willfully refuses to register a person because of his or her political party affiliation is guilty of a felony and subject to a civil penalty of up to $20,000 in addition to any criminal penalties.

Unqualified Applicants: 
Knowingly inducing, aiding or abetting an unqualified applicant in trying to register or actually registering to vote is a felony subject to a civil penalty of up to $20,000 in addition to any criminal penalties.
