Virginia Valentine Virginia Valentine - County Manager
Virginia Valentine is responsible for the executive oversight of a government that provides both regional and municipal-type services to over 2.0 million residents.  In her position as the County’s chief executive officer, she is charged with carrying out the policies established by the seven-member Board of County Commissioners.  Valentine is responsible for the fiscal management of the County’s $5.9 billion budget and provides administrative oversight for 38 diverse and geographically dispersed departments (including McCarran International Airport and the University Medical Center), and the more than 10,000 employees.

Darryl MartinDarryl Martin - Assistant County Manager
Darryl Martin was appointed Assistant County Manager for Clark County effective October 4, 2005.   His responsibilities include overseeing the departments of Social Service, Family Services, Coroner, Business License, and working with the Public Guardian, Public Administrator and  liaison to the Southern Nevada Health District.

Prior to his appointment, Mr. Martin served for 2½ years as Director of Clark County Social Service and has extensive experience with both public and non-profit human services programs.

Mr. Martin holds both a bachelor’s and master’s degree in social work from the State University of New York in Albany.   He also has a certificate of Public Management from the University of  Nevada, Las Vegas.   He served as a commissioner for the city of  Albany prior to his move to Nevada.   His responsibilities included overseeing the city’s commissions on civil rights, fair housing and human rights, as well as being responsible for the Departments of Personnel, Purchasing and Workforce Development for the City of  Albany.

Other highlights of Mr. Martin’s experience include Chief Executive Officer, Trinity Institution, a consortium of social service agencies located in Albany, NY; Founding Executive Director, the Homer Perkins Center, a state-of-the-art residential drug treatment facility, Albany, NY; Program Specialist, New York State Division of Alcoholism and Alcohol Abuse; Chemical Dependency Therapist, Four Winds Hospital, Saratoga, NY.

Mr. Martin sits on a number of local, state and national boards, including the National Association of Counties Human Services and Education Steering Committee, the National Association of County Human Services Administrators and the  United Way of Southern Nevada Board of Directors.

Phil RosenquistPhil Rosenquist- Assistant County Manager 

Phil Rosenquist was appointed Assistant County Manager effective April 10, 2007. His responsibilities  include overseeing the following departments:  Air Quality and Environmental Management, Comprehensive Planning, Development Services, Fire, Parks and Recreation, Public Works, Real Property Management, Assessor, and Recorder.

Prior to his appointment as Assistant County Manager, Mr. Rosenquist served for five years as Director of the Department of Development Services. The Development Services Department was established in 2002 to unify land development permitting functions into one department.  He has led the department through a series of process improvements during a time of unprecedented permitting activity. Mr. Rosenquist has been with Clark County since 1991 serving  in several roles including Assistant Director of Comprehensive Planning from 1999 to 2002.

Phil holds a Bachelor’s degree in earth science from the University of Wisconsin-Parkside and a Master’s degree in urban planning from the University of Wisconsin – Milwaukee School of Architecture and Urban Planning. He is a charter member of the American Planning Association, a member of the American Institute of Certified Planners and a member of the Urban Land Institute.

Jeff Wells - Assistant County Manager

Jeff Wells was appointed as Assistant County Manager, effective December 18, 2007. His responsibilities include working with the county's judicial departments and agencies.

Prior to his appointment as Assistant County Manager, Mr. Wells served as the county's director of Administrative Services.

Mr. Wells is a lawyer by training and has a juris doctorate degree and a master's degree in business administration from Florida State University, and a bachelor's in mathematics from Duke University.

He has a wide range of career experience including administrative law judge, executive director of the Colorado Department of Personnel and Administration (October 2003 through January 2007) and executive director of the Colorado Department of Labor and Employment (January 2003 through February 2005).

 

 

 

George Stevens- Chief Financial OfficerDarryl Martin
George Stevens serves as the Chief Financial Officer for Clark County, Nevada and has 21 years of experience in public finance. He directs the management of all county financial functions including budgeting and financial planning; accounting and payroll; grants management; financial systems; risk management; procurement and contract administration; debt management; and community resources.   In addition, he works with the department of Information Technology, Human Resources, Elections and County Treasurer.

Prior to his appointment to Chief Financial Officer in 1997, George served as the Director of Finance for the city of  Las Vegas and as the county’s Assistant Director of Finance. Among other duties, George had the full responsibility for the operation of the County’s self-funded liability; workers’ compensation; and group insurance programs.

In July 2003, Governor Guinn appointed George to the Board of the Public Employees’ Retirement System (PERS).

George has a Bachelor’s of Science from the University of  Pittsburgh and Master’s of Business Administration from the  University of  Nevada,  Las Vegas.

Donald BurnetteDon Burnette- Chief Administrative Officer
Don was appointed Chief Administrative Officer on July 1, 2002.   He oversees the following departments: Administrative Services, Comprehensive Planning, Development Services, Fire and Public Works. In addition, he works with the County Assessor, Regional Flood Control District and Regional Transportation Commission. He also supports the needs of the County Manager and the Board of County Commissioners.

Don began his employment with the County in 1990.   In 1995, he was appointed Assistant Director of Administrative Services and in 1999, he was appointed to the position of Director of Administrative Services.
