Redevelopment Areas

Three areas have been identified as the first beneficiaries of this agencys work because they show increased decline since 1996 and they still exist largely as commercial areas. One area is in the Winchester Township between Las Vegas Blvd. and Maryland Parkway, which incorporates the aging retail, apartments, and other businesses on Sahara Ave. Another is in Sunrise Manor, at Sahara and Boulder Highway, consisting of large tracts of abandoned buildings and some recently constructed apartments. The third location is on the west side of Maryland Parkway between Twain and Desert Inn.
Redevelopment agencies elsewhere in Southern Nevada and throughout the United States often use various initiatives and tools to rejuvenate businesses in decaying urban areas. As the businesses grow and diversify, redevelopment efforts are crafted so benefiting property owners eventually pay for the progress themselves. Clark County was the only major local government in Southern Nevada without a Redevelopment Agency. A Guide to Redevelopment reviews these issues. This guide is also available in Spanish.

Redevelopment Process

Creation of a Redevelopment Agency is a multi-step process enabled by state law. It is very important to adhere to the detailed compliance process to assure that the jurisdiction, in this case Clark County, has taken the required steps to solicit public comment, provide proper information and assist any affected property owners. To assure compliance, staff has retained professional services from an experienced consultant to establish the Redevelopment Agency. During its first several months, the Agencys efforts will focus on defining the boundaries of targeted improvement areas, putting the Agencys operational policies into place and preparing a Redevelopment Plan.
One controversial aspect of redevelopment agencies is that they are granted the legal power of eminent domain to acquire private property, an option used only when a property owner refuses to sell or when agreement on the fair market value cannot be reached. At this time the Agency has directed staff to explore all other alternatives before considering use of condemnation to achieve its goals. However, owners of property acquired through eminent domain are compensated at fair market value, public hearings are held on the action and relocation benefits are reimbursed as determined. In those rare cases where an agreement on the value of the property cannot be reached, eminent domain may be a consideration.

Red Flag Team

The Purpose of this team is to provide special handling of large scale, complex projects and developments that produce jobs which diversify our economy or that lie within the redevelopment area. This team is comprised of internal development services professionals and external service providers who will advise the client from the inception of a project through occupancy. Many areas of expertise are represented including, but not limited to Business License, Public Works, Health District, Comprehensive Planning and Zoning, Building Department (permitting and Inspections), Water Reclamation, Las Vegas Valley Water District, Regional Transportation Commission, Nevada Power, Southwest Gas, Air Quality and Environmental Management, and Fire Department. Additional outside agencies such as NDOT or the Regional Flood Control District are invited to attend on an as-needed basis. Each professional advises the client and his/her design and construction team regarding review and approval processes, code requirements, federal and state requirements, historic data and other information to identify stumbling blocks early and provide adequate lead time for service providers. In turn, the client is afforded the review and permitting of projects without multiple and unwarranted reviews due to one-one interface and before-the-fact knowledge, thereby reducing the amount of time to review and complete a project.
