Qualifications And Purpose

QUALIFICATIONS for Major Projects review:

  • Any residential or mixed use project of 700 acres or more shall be considered a Major Project.
  • Any residential or mixed use project of 300 acres up to 700 acres that is located outside the Urban Area shall be considered a Major Project.
  • Residential or mixed use projects of 300 acres up to 700 acres in the Urban Area may request review as a Major Project.
  • Residential or mixed use projects of 100 acres up to 300 acres may petition the BCC to be reviewed as a Major Project.
  • Projects within the Planned Community Development land use designation of the Lone Mountain/Centennial Hills planning area shall be considered a Major Project regardless of size.
  • Commercial and industrial projects of 300 acres or more are reviewed through Comprehensive Planning's High Impact Project process.

PURPOSE of Major Projects review procedure:

  • Allow for the comprehensive consideration and review of large projects;
  • Assess impact of projects on neighborhoods and community;
  • Assess project requirements from community resources;
  • Promote the health, safety and general welfare of the community;
  • Assist the BCC in determining proper zoning for projects

DEVELOPER reasons for requesting Major Projects review:

  • Design flexibility - Housing market demands constantly change.  In order to respond to changing demands, stay competitive and respond to community needs, developers may want to establish a P-C (Planned Community) Overlay District which can only be made through the Major Projects process.
  • Outside established urban growth boundary - Consolidation of land inside the boundary has become difficult and expensive. BLM land exchanges provide a mechanism for developers to consolidate land. If location is outside of the CD 2 and within CD 3, draft Development Agreement approval is required before developers can submit zone change applications for a P-C Overlay District (discussed above).

MAJOR PROJECTS REVIEW TEAM (MPRT):

Assists developers through the land development review process from entitlements to mapping and through permit issuance.


DEVELOPMENT AGREEMENTS:

  • Commitment to provide sufficient infrastructure concurrent with development;
  • Negotiated for a period of time, usually corresponding to projected build out;
  • Granted approvals and Development Code requirements locked in for approved period of time;
  • Strengthens Developer-County vision in the development of planned communities;
  • Developer becomes familiar with County MPRT members responsible for various review capacities, consistency, coordination, and communication.
