Comprehensive Plan Index

The Clark County Comprehensive Plan is a long-term general policy plan for the physical development of unincorporated Clark County. The Comprehensive Plan is a compilation of individual documents called “elements.”  Policies for each element are in the Comprehensive Plan. Research and background information are in separate reports. Each individual element is updated periodically and changes are added to the Comprehensive Plan.

The Comprehensive Plan is divided into two volumes—one for general subjects, and another for the county’s Land Use and Transportation Plans.

Background Reports for Volume One

Reports contain research, analysis, and recommendations related to each element of the Comprehensive Plan. All reports before November 2006 are located at the beginning of each subject section of the Plan. Reports accepted after December 2006 can be accessed through recent reports

Planning Process

Staff works closely with a technical planning team to prepare each element. It is then submitted to the Clark County Planning Commission, the Southern Nevada Regional Planning Coalition, and the Board of County Commissioners for consideration at public hearings and adoption.
