As the public health agency of Clark County and its cities, the Health District:
- Permits and inspects all commercial food establishments and public accommodations. Reviews plans for new and remodeled food establishments.
- Provides instruction for issuance of foodhandler health cards.
- Investigates complaints involving food establishments and other problems including the investigation of foodborne illness.
- Permits and inspects in-home (four plus children) and commercial childcare facilities.
- Tests water and conducts inspections of non-surface public water supplies for compliance with Safe Drinking Water Act.
- Permits and inspects public swimming pools.
- Provides certification of pool operators for all public swimming pools.
- Permits and inspects solid waste disposal sites.
- Provides hazardous waste inspections for small quantity generators (SQG).

- Investigates illegal disposal of solid waste / hazardous waste.
- Administers underground storage tank (UST) inspections and control program.
- Permits installation of individual sewage disposal systems (ISDS).
- Administers rabies, plague control, and Hanta Virus surveillance programs.
- Provides public health clinics for immunization, child health, TB detection and treatment, family planning services, foot clinic for senior citizens, and detection and treatment of sexually transmitted disease, including AIDS testing and counseling.
- Provides nutritional education and food vouchers through the Women, Infants and Children (WIC) Food Supplement Program.
- Provides travel immunizations and certificates for out-of-country travel.
- Provides community health promotion services, including films, printed materials, and speakers.
- Provides vital record services (birth/death certificates).
- Establishes standards, permits and coordinates and provides medical direction for (EMS) emergency medical services.
- Administers the Public Health Preparedness Program to protect against bio-terrorism.
Clinic and nursing services are available to anyone in Clark County.
In addition to the Main Health Center, the Southern Nevada Health District operates various weekly/monthly immunization and child health clinics plus maintains satellite public health centers in Henderson, North Las Vegas, and Laughlin. The Housing Authority serves over 4,000 families in the greater Las Vegas metropolitan area and Clark County, including Laughlin, Logandale, Overton, Sandy Valley and Mesquite.
Public Housing and Section 8 are the primary programs administered, along with Section 202/8, Section 236, Moderate Rehabilitation, and other properties owned or managed by the Authority.

The mission of the Conservation District of Southern Nevada (CDSN) is to provide leadership in identifying and meeting resource conservation needs for citizens of both rural and urban areas within Clark County by providing technical services, education, information, planning assistance, and coordination of services.
The Conservation District of Southern Nevada facilitates partnerships among government agencies and private business to bring natural resource conservation projects and programs for the benefit of all of us who call southern Nevada home.
- Partnering with the Clark County Air Quality Department, we work to improve the air quality of the Las Vegas Valley by addressing vacant disturbed property.
- The City of Henderson will soon have its own demonstration gardens. The Backyard Conservation Demonstration Gardens at Acacia Park is now in the works. Over 50 community partners will bring this project to completion at the direction of the CDSN.
- The North Las Vegas Civic Center will soon undergo a landscaping change from a turf intensive space to a new demonstration gardens.
- North Las Vegas and the CDSN are working to bring the importance of Pet Waste Management to the Valley.

Mead".
- The Clark County Wetlands Park has received a number of federal and state
grants authored and administered by the CDSN.

The Clark County Detention Center's role is the care and custody of prisoners arrested by local law enforcement agencies -- county, state, and federal; the movement of prisoners through the judicial system as required; and the retention of those prisoners sentenced to county time. As directed by statute, the Sheriff of Clark County, elected head of the Las Vegas Metropolitan Police Department, is responsible for the jail; however, funding is provided by Clark County.

The Las Vegas Valley Water District, a quasi-municipal corporation, was created as a governmental subdivision of the State of Nevada by an act of the State Legislature in 1947. The District's Board of Directors is composed of the elected, seven-member Board of Clark County Commissioners. The District's service area encompasses all of Clark County, and the District provides water to customers in the City of Las Vegas, urban areas of Clark County, Jean, Searchlight, Blue Diamond, And Mt. Charleston. In addition, the District operates the Southern Nevada Water System (SNWS), under contract for the State with the Colorado River Commission, and also provides management and staff for the Southern Nevada Water Authority (SNWA), which is the regional entity founded by Big Bend Water District, City of Boulder City, City of Henderson, City of Las Vegas, City of North Las Vegas, Clark County Sanitation District, and Las Vegas Valley Water District to address regional water issues. The cities of North Las Vegas, Henderson, and Boulder City, as well as Nellis Air Force Base, all maintain their own separate water distribution systems.

The Regional Flood Control District was created by the Nevada Legislature in 1985 to develop a coordinated and comprehensive plan to solve flooding problems, regulate land use in flood hazard areas, and to fund and coordinate the construction of flood control facilities.
The District also provides public education regarding flood hazards and monitors rainfall and flow data during storms, disseminating information to appropriate public works and safety crews. Funding is provided by a 1/4 of one percent sales tax. The Regional Flood Control District is governed by the same board as the Regional Transportation Commission: two representatives from the Clark County Commission; two representatives from the City of Las Vegas; and one |
| from each of the cities of Boulder City, Henderson, North Las Vegas and Mesquite.
Information regarding the Flood Control Master Plan may be obtained from the District. Requests regarding floodplain determinations should be directed to the appropriate public works department.

The Regional Transportation Commission of Clark County (RTC), created by the Nevada State Legislature in 1965, is a regional governmental entity which performs the following three functions:
- Directs the expenditure of funds generated from a County Option Motor Vehicle Fuel Tax for regional street and highway construction.
- Oversees the federally mandated transportation planning process for the Las Vegas Urban Area.
- Provides public mass transportation within Clark County.
RTC membership is set by state statute and consists of one member from each incorporated city in the county, two members from the city council of the largest city and two members from the Board of County Commissioners. The Director of the Nevada Department of Transportation sits as an ex- officio member.

The Clark County Sanitation District is responsible for providing the collection, treatment and disposal of wastewater within the unincorporated areas of Clark County, including the communities of Blue Diamond, Laughlin, Overton and Searchlight. The Big Bend Water District (BBWD) in Laughlin is also operated by the Sanitation District through a cooperative agreement.
Within the Las Vegas Valley, the District's collection system utilities over 1,200 miles of pipeline and 24 lift stations for transporting the wastewater to the treatment facilities. Treatment of the wastewater is accomplished by the use of biological treatment at the Secondary Plant and chemical treatment at the Advanced Wastewater Treatment (AWT) Plant. The AWT Plant, in operation since 1982, was constructed to provide additional treatment of wastewater in order to better protect the Las Vegas Wash and Lake Mead. To meet the needs of the rapidly growing community and to ensure compliance with stringent water quality standards, a Central Plant expansion project is currently in progress with anticipated completion in 1996.
