REGIONAL FRANCHISE JURISDICTIONS (RFJ)
Mission Statement and Resolution on Telecommunications

Whereas, telecommunications can be defined as the transmission of any type of data (text, sound, pictures, video, etc.) from one point to another using wire or wireless means; and
Whereas, the development of a competitive telecommunications market is critical to the success of our community; and
Whereas, a well-planned local information infrastructure requires both regulatory equity and administrative consistency; and
Whereas, it is advantageous to our community to have effective telecommunications systems to provide critical information services to our residents and businesses; and
Whereas, it is critical to have clear information and processes to attract businesses to our community to deploy such systems to realize the local government's roles as a regulator, administrator, consumer and transmitter of telecommunications services; and
Whereas, it is essential that the local government administer its public rights-of-way and easements in an efficient manner, and to make this valuable asset available to telecommunications providers for fair and adequate compensation; and
Whereas, it is advantageous to enter into public/private partnerships to maximize resource use for the benefit of the taxpaying public;
Now, therefore, be it resolved that Clark County does adopt the following vision, goals and principles and directs staff to work through our Interlocal Cooperative Agreement for Cable Television Regulation to guide the development of a regional plan for telecommunications and directs staff to continue to work to achieve this plan through the Interlocal Cooperative Agreement:
Vision
Southern Nevada Local Governments' vision for our telecommunications future is a region with accessible and affordable high-speed connectivity between all governmental units, the citizens and their governments, and private communication networks of the region, that promotes community and economic diversity and a high quality of life in the Virtual Entertainment Capital of the World.
Policies
The Southern Nevada Local Governments should:
- promote accessible telecommunications services for our citizens;
- promote the deployment of advanced telecommunications infrastructure throughout
the region;
- manage and protect the public's property assets;
- require fair compensation for the private, commercial use of public property;
- foster partnerships with telecommunication service providers;
- encourage fair competition and consumer protection in the provision of
telecommunications services; and
- promote quality aesthetics in the installation and maintenance of telecommunications
infrastructure.
Goals
The goals of the Southern Nevada Local Governments are:
- to develop uniform standards for the installation of telecommunications conduit
capacity in the construction or reconstruction of all major infrastructure facilities;
- to promote the efficient use by telecommunications providers of public streets and
rights of way, a finite and valuable public resources;
- to develop advanced telecommunications capacity to all local government facilities
and to the largest number of citizens so that effective and efficient communication can be used in the delivery of public services;
- to promote an advanced telecommunications infrastructure to enhance the growth of
the existing industries and to realize the potential of diversification into new information-rich industries; and
- to unite in order to adopt these policies and to develop consistent community-wide
plans and procedures for achieving these goals.
