F RANCHISE S ERVICES

Franchise Services administers the County's franchise programs in an open, collaborative 
manner, protecting the people's interests while allowing competitive, innovative and unobtrusive 
use of the public rights-of-way.  
A summary of Franchise Services Strategic Plan is provided below:

STRATEGY 1:  Increase division proficiency through utilization of automated program tools, information 
resources, and staff training.

A:    Develop and maintain customer complaint and compliance tracking software database 
for managing franchise compliance and related issues

B:     Redesign division Web page, expand to include all sections of division, and tie to customer 
complaint and compliance database.

C:    Build and maintain a library of information resources for monitoring federal, state 
and local trends, laws and regulation; circulate "required reading" material among staff.

D:   Participate in key local, state and national associations, and train staff in pertinent areas:  
contract negotiation, telecommunications/cable, ambulance/EMS, energy deregulation, and 
technology programs such as Word, Excel, database, Internet web pages, etc.

E:   Conduct "debriefing" analysis of individual and team performance during and after 
each project

STRATEGY 2:  Achieve material compliance with applicable federal, state and County laws 
and regulations in administration of franchises, licenses and permits.

A:   Process applications, and negotiate new agreements, renewals and transfers through 
BCC action within legal requirements: 100% compliance.

B:   Monitor customer complaints and provide compliance issues using tracking database:

C:   Develop departmental and inter-departmental procedure manual for monitoring 
compliance and activating penalty steps (i.e. warning letters, liquidated damages, 
suspension, revocation, etc.) for each franchise category; and implement tracking 
process link to compliance database.

STRATEGY 3: Assert County's interests in federal and state legislative and regulatory initiatives 
that affect local franchising, land use, rights-of-way (ROW) and associated authority.

A:   Monitor federal initiatives and actions in other local jurisdictions; develop and 
present comments, recommendations and strategies when applicable:
        (1) Maintain applicable contracts with professional consultants.

B:   Monitor Nevada legislative initiatives governing franchises and related issues and 
assist in preparation of desired bill drafts or responses: submit requested BDRs by 2/1 
of even-numbered years; respond as requested during session.

STRATEGY 4:  Lead Regional Franchise Jurisdictions (RFJ) on behalf of member jurisdictions:  
Clark County and the Cities of Las Vegas, North Las Vegas, Henderson, and Boulder City.

A:   Develop for RFJ approval annual work plan and budget for upcoming fiscal year:  
11/15 annually; submit recommended work plan and budget to BCC for adoption:  
1/15 annually.

B:   Jointly develop recommendations for RFJ projects.
          (1)  Community Access Channel
          (2)  Digital channel allocation/activation
          (3)  Above-ground facilities
          (4)  Ordinance revisions: Cable; Solid Waste

C:   Identify needs for external legal and technical resources and professional 
services; solicit proposals and negotiate professional contracts as required

D:   Develop and maintain RFJ audit and compliance process for cable operator

II.   PUBLIC UTILITIES

STRATEGY 1:  Administer franchises/licenses/permits for compliance and develop 
policy as necessary.

A:   Establish Countywide criteria to prohibit over-use of County ROW

B:   Develop and implement policies and agreements with non-franchised users 
of ROW (Cal-Nev Pipeline, Kern River Gas
Pipeline

C:   Facilitate development of policy regarding cell tower sitting on public lands

D:   Identify and maintain list of Countywide quasi-municipal power and water 
providers not required to obtain franchises

STRATEGY 2:  Participate in development of Countywide energy conservation and 
deregulation activities.

A:   Monitor state energy deregulation laws and policies, and research energy 
conservation programs of other jurisdictions

B:   Coordinate with Energy Task Force the development of County energy 
conservation and deregulation program

III.   MONORAILS

STRATEGY 1:  Administer franchise for compliance and develop policies as necessary.

A:   Ensure franchisee compliance with approved time schedule; coordinate extensions/
revisions to time schedule and other conditions

B:   Provide support to departments involved in monorail construction process to ensure 
franchisee compliance during construction phase

IV.   CABLE TV

STRATEGY 1:   Administer franchises for compliance and develop policies as necessary.

A:   Renew cable franchises with:
           (1)   Charter: 10/2001
           (2)   Bluebird: 10/2001

B:   Develop and implement customer service compliance policies and procedures for 
rural and small cable operators

C:   Jointly with RFJ revise Cable Ordinance to address multiple providers

D:   Coordinate development of policy on cable issues:
           (1)   Agreement for cable institutional network
           (2)   Franchise fee on cable modems
           (3)   Interconnection of County cable operator systems

V.   AMBULANCE SERVICE

STRATEGY 1:  Administer franchises for compliance and develop policies as necessary

A:   Assist in activation of FAO dispatch interface and 911 service by Southwest Ambulance

B:   Ensure development of franchise fee formula based on number of 911 dispatches; 
verify ambulance franchise fee payment

C:   Verify ambulance penalty assessment compliance

D:   Ensure that Ambulance franchisees submit required reports in accordance with 
ordinance and franchise agreements

STRATEGY 2:   Lead Ambulance Oversight Committee (AOC) in inter-jurisdictional and 
public-private coordination of regional ambulance franchise services on behalf of member 
jurisdictions: Clark County and the Cities of Las Vegas and North Las Vegas.

A:   Assist in activation of FAO dispatch interface and 911 service by Southwest Ambulance

B:   Ensure development of franchise fee formula based on number of 911 dispatches; 
verify ambulance franchise fee payment

C:   Verify ambulance penalty assessment compliance

D:   Ensure that Ambulance franchisees submit required reports in accordance with

STRATEGY 2: Lead Ambulance Oversight Committee (AOC) in inter-jurisdictional and 
public-private coordination of regional ambulance franchise services on behalf of member 
jurisdictions:  Clark County and the Cities of Las Vegas and North Las Vegas.

A:   Develop and adopt franchise policies and procedures under new Ambulance Service 
Ordinance and franchise agreements

B:   Develop and host an emergency tabletop exercise to test activation of ambulance 
lease agreements

C:   Develop for AOC approval funding formula and program budget for upcoming 
fiscal year

VI.  BUS STOP SHELTERS/BENCHES

STRATEGY 1:  Expand shelter/bench service to maximum number of serviceable stops.

A:   Require franchisee/contractor to verify RTC list of unserviced stops

B:   Coordinate placement of new shelters/benches and authorize issuance of encroachment 
permits

STRATEGY 2:  Administer franchises for compliance and develop policies as necessary.

A:   Resolve Strip shelter placement issue
       (1)   Meet with franchisee and resort properties to finalize private shelter agreements 
(Paris, Venetian, Mandalay)

B:   Address and resolve Business License audit issues

C:   Develop and implement site inspection program for shelter/bench sites in system:  
biennially inspect each site; 90% compliance rate
        (1)  Address maintenance and cleanliness issues
        (2)  Address public safety issues

VII.    SOLID WASTE MANAGEMENT

STRATEGY 1:  Administer franchises for compliance and develop policies as necessary.

A:   Develop joint solid waste ordinance and coordinate with inter-jurisdictional and 
industry representatives for adoption by BCC and city councils
           (1)  Include recycling, construction clean-up, medical waste, sludge issues.

B:   Resolve Transfer Station/Convenience Center issues:
           (1) Moapa Valley CC site
           (2)  Shelbourne TS structure removal

C:   Finalize Bunkerville solid waste collection franchise

STRATEGY 2: Initiate a Countywide recycling awareness program

A:   Participate with state, Health District and local jurisdictions in Recycling Forum

B:   Participate with Health District and local jurisdictions in developing and implementing 
an ongoing recycling awareness program
