Message from the Recorder, Debbie Conway
Welcome to the home page for the Clark County Recorder’s Office. It is both a privilege and an honor to serve the citizens of Clark County as the Recorder.
The Recorder’s Office is focused on our mission which is to promptly record, preserve, and provide access to public records in the most accurate, efficient, responsible and professional manner.
Over the past year, the office has undergone a complete metamorphosis. The office is open daily Monday through Friday from 8:00 a.m. until 5:00 p.m. Throughout the office we have introduced a number of significant technological enhancements that has upgraded and improved document quality and has tremendously improved the level of customer service.
Each day we celebrate the customer and make it our priority to provide excellent service by always putting the customer first. With an average of 360 walk-in customers daily, the recent installation of the Queue management system will ensure that each customer will receive prompt, efficient and orderly customer service.
Additional improvements include the upgraded automated telephone system that services our nearly 80,000 phone calls annually. Digitizing the thousands of rolls of microfilm in our office has proved to be a significant time saver for the hundreds of customers that frequent our establishment.
By working closely with the County Assessor, the computers in the public access area of our shared lobby now provides information so that the public may access the records stored in both the Recorder as well as the Assessor’s databases.
The Recorder’s Office has updated its redaction software to ensure the privacy and security of our customers by protecting their personal information.
All of these innovations are designed with you the customer in mind. Even this web site has been revamped so that the customer may easily access information from our office via Internet.

Biography
Debbie Conway has been in government for 18 years and was elected to office in January 2007.
She received a Bachelor of Business Administration Degree from Saginaw Valley University in Saginaw, Michigan. She has also received her Masters Degree with an emphasis in Business Management.
Debbie serves on the Board of Directors for the Clark County Credit Union, and is a member of the Metropolitan Police Department’s Use of Force Review Board.
She received the U.S. Small Business Administration’s award as the “Woman Advocate of the Year for 1998.” She was named one of the “Most Influential Women in Business 2003” by In Business Las Vegas, and received a KLAS Ch. 8 Portraits of Pride Award in 2004.
Debbie is a member of several organizations and has received numerous local and national awards including being featured in the 1997 edition of “Distinguished Women in Southern Nevada,” a recipient in the Public Services Category of the Las Vegas Chamber of Commerce’s 2002 Community Achievement Award, a recipient of the 2003 Rose Award for being a Leader and Role Model in the Community.
Goals
As County Recorder, my goals are:
- Expedition of filings through upgrading and integrating technology
- Enhance the flow of the office to create greater efficiencies
- Extend the hours of operation, allow staff to work flex hours, and provide cross training and rotation of staff
- Create a citizens' committee to provide input
- Review the operations in other municipalities and glean adaptations and upgrades accordingly where feasible
- Research the possibility of on-line filings
- Form collaborative partnerships with other elected officials and related offices to improve transition of documents
- Explore alternative means of submitting documents, i.e. after-hours locked drop boxes and/or additional satellite sites
Accomplishments
During the past 16 years in government, I have served the citizens of Clark County in a number of capacities. I have spearheaded and coordinated several major collaborative projects while working cohesively with other governmental agencies, nonprofits, and the business community. Some of those accomplishments are as follows:
Awards and Achievements
- Area Employment Plan, "First Source Agreements" (Administrator)
- $500,000 + Multi jurisdictional Regional Economic Disparity Study (coordinator for 17 public and private agencies)
- $3 Million + Southern Nevada Enterprise Community (Grant Administrator)
- $1.2 Million West Las Vegas Early Childhood Development Center (Project Manager)
- Created and established the Division of Small Business Development at Clark County
- Negotiated and Implemented a small business loan guarantee fund
- Created, Produced, and formerly hosted a radio talk show “ECONOMIC EMPOWERMENT INTO THE 21ST CENTURY” on KCEP fm 88.1 “
- Proposed and Implemented an Annual Job Fair In West Las Vegas
- $1.5 million project … Assisted in Raising funding and implemented the Summer Business Institute Program (Paid Summer Internships for Youth with On-The-Job Training, Life Skills and Financial Management Workshops, and a Scholarship Component for juniors and seniors in Area High Schools)
- Part of team responsible for implementing computerized procurement tracking/monitoring system
- Established airport field office resulting in expedient coordination of multi jurisdictional economic disparity study project and served as project coordinator
- Established procedures for implementing the Southern Nevada Enterprise Community Program (SNEC)
- Spearheaded creation of a manual to computerize the conversion of the BOCC agenda process. Wrote a user-friendly training manual
- Recipient of several National Association of Counties (NACO) Achievement Awards for Video Production, Summer Intern Program, Business Television Program, and Outreach Training Workshops
