The Department of Finance is under the direction of the County Manager and includes the divisions of Budget & Financial Planning, Business Development, Central Services, Community Resources Management, Comptroller, Financial Systems, Purchasing and Contracts, Risk Management, and Automotive Services.

Budget & Financial Planning

The Budget & Financial Planning Division is responsible for preparing and submitting the County budget to the Board of County Commissioners for approval. Throughout the year, this division is responsible for the monitoring and controlling of expenditures and budgetary compliance.

This Division is also responsible for long-range and short-term financial planning for the County. It assists County management in determining the fiscal impact of programmatic decisions and special projects, as well as recommending financial policies and guidelines for County operations.

Further, this division coordinates the County's capital financing program, which includes the structuring and issuance of general obligation bonds, revenue bonds, industrial development bonds, short-term financing, refundings, interim debentures and certificates of participation.


Business Development Division

The Business Development Division is charged with developing and expanding economic opportunities for  local business to compete effectively for County services, supplies, and construction contracts. The Business Development Division facilitates cooperative interaction between local small businesses and County departments and offers an educational business participation through the Business Outreach Program. The Outreach Program is dedicated to provide valuable information through workshops, seminars and vendor fairs to increase small business owners knowledge and provide networking opportunities, in an effort to spur growth and development in the local economy.


Central Services Division

The Central Services Division  is responsible for providing printing and duplicating services for all County Departments. Central Mail handles the distribution of all incoming and outgoing County mail and provides other specialized services for all County Departments. 


Community Resources Management

The Community Resources Management Division is responsible for coordinating the County's economic development efforts to expand and diversify the local economy. The Division is also responsible for the identification and procurement of alternative federal, state, and foundation revenue sources for County programs. Once such revenues have been obtained, this office manages these grants to insure compliance with granting agency requirements.

The Division plays a critical role as community catalysts in the areas of minority and women business development, affordable housing, homeless activities, job training, nonprofit agency development, fair housing, and the administration of federal grant programs at the County level. Using these varied resources, this Division works closely with citizen groups, nonprofit agencies, and local governments to find solutions to pressing community concerns. The Division serves as one of the action arms of the County Commission in working to improve the living conditions of the low and moderate income in this community.


Risk Management

The Risk Management Division serves as the administrator of the self-funded insurance pools for group health and life insurance, Workers' Compensation, and general liability. In addition, the office plans and conducts or supervises safety and training programs for County personnel. The office also manages insurance policies for the County covering excess liability claims, and property damage to buildings and equipment.

This office does not provide general advice to members of the public who have questions concerning their own insurance problems. Those questions should be directed to the State of Nevada Division of Insurance at 486-4009.


Financial Systems

The Financial Systems Division is responsible for the operational support of the County's financial systems, which consist of the accounting system, known as Decision Master and the payroll system, known as Integral's Human Resources Management System.

Financial Systems Division maintains the Financial Systems Help Desk in order to provide assistance to a large diverse user base with different operating requirements.

Comptroller

The Comptroller's Office is the central coordinating financial agency of the County, responsible for both external and internal financial reporting as well as the processing and maintenance of all official accounting records. This office produces the Comprehensive Annual Financial Report (CAFR) which is audited yearly by the County's external auditors. Accounting functions performed by the office include general ledger, payroll, accounts payable, accounts receivable, fixed assets, cost allocation, and data control. This office also maintains all historical financial data for the County.


Purchasing and Contracts

The Purchasing and Contracts Division is  responsible for the acquisition of needed materials, supplies and equipment for all County departments (excluding the Department of Aviation), the Las Vegas Metropolitan Police Department and the Regional Flood Control District in accordance with appropriate Nevada Revised Statutes.   

The division develops appropriate bid, request for proposal, contract, cooperative agreement, interlocal contract or other contractual documents depending on the acquisition type. Other Purchasing functions include: seeking appropriate contract approval in accordance with legal requirements, monitoring the receipt and update of all bond and insurance requirements specified in the contract, ensuring the receipt of appropriate certified payroll reports from the general contractor and subcontractors for the County’s Public Works projects,   and reviewing and auditing the certified payroll reports to ensure legal compliance. Purchasing is also responsible for investigating alleged violations of the prevailing wage laws and taking appropriate action based on the findings.  

                            


Automotive Services

Stephanie Shop and McCarran Airport Shop

The Automotive Division is an Enterprise funded operation that is responsible for all vehicles in the County's fleet.   Services provided include the purchase, fueling, maintenance, repair and management of county vehicle throughout their service life cycle.  The Automotive Division has two repair facilities.  The main shop is the Stephanie Shop, which includes the administration office. Both heavy-duty and light-duty equipment are maintained and repaired for most County Departments. The Airport shop takes care of light-duty vehicles for the Department of Aviation and the Building Department and the Fire Department.
