1. Affirmative Action, Executive Order 11246: Contractors and subcontractors of federally-funded projects over $10,000 shall take affirmative action regarding employment, upgrading, recruiting, layoffs, pay rates, training, and other personnel practices.
2. Affirmative Action Plan, Section 3: Strategy to ensure that Clark County urges contractors for block grant projects to train and hire lower income area residents and utilize minority businesses to the greatest extent feasible.
3. Affirmative Action, Fair Housing: Action towards furthering fair housing in the sale and rental of housing, financing housing, and the provision of brokerage services.
4. Consolidated Annual Performance and Evaluation Report (CAPER): Document evaluating the County's Annual Block Grant program performance. The CAPER will be submitted by the County as part of its subsequent year application for funding.
5. Community Development Advisory Committee (CDAC): A committee established by the Clark County Board of Commissioners to represent all citizens of the County in planning, implementing, and assessing the program. The Committee makes recommendations to the Board of County Commissioners regarding appropriate CDBG program actions.
6. Community Development Block Grant (CDBG): Federal funds allocated to local government to finance a broad range of local community development, economic development, and housing activities to benefit low-moderate income residents.
7. Cooperative Agreement: Contract between Clark County and the Cities of North Las Vegas, Boulder City, and Mesquite expressing their agreement to "cooperate to undertake, or assist in undertaking, community renewal and lower income housing assistance activities, specifically urban renewal and publicly assisted housing."
8. Cooperating Cities: North Las Vegas, Boulder City, and Mesquite. These cities have entered into a Cooperative Agreement with Clark County in order to participate in the County's CDBG program.
9. Entitlement City: As defined by HUD, a metropolitan city having a population of 50,000 or more.
10. Entitlement County: See Urban County.
11. Environmental Impact Statement (EIS): Document prepared in accordance with the National Environmental Policy Act (NEPA) of 1970 for federally funded projects that will have a significant effect upon the environment.
12. Environmental Review Record (ERR): The County's administrative record providing evidence that the NEPA requirements have been fulfilled for projects with no significant effect on the environment. Includes the environmental assessment.
13. HUD Consolidated Plan : Document prepared annually to present recommended housing and community development activities for Clark County and member Consortium entities with goals of (1) providing decent housing, (2) providing a suitable living environment, and (3) expanding economic opportunities.
14. HUD: United States Department of Housing and Urban Development.
15. Low and Moderate Income Families: Families whose incomes do not exceed 80 percent of the median family income of the metropolitan area (Clark County). For direct services to families and individuals, the Section 8 income limits are applicable.
16. Public Hearings: Formal assembly to obtain citizen views. Legally posted.
17. Public Meeting: Formal assembly to present information to citizens. Legally posted.
18. Recipient: Clark County.
19. Statement: Outline of Community Development objectives and projected use of funds together with certifications as to compliance with the required Federal Assurances.
20. Urban County: Also known as entitlement county. As defined by HUD, any county which has a combined population of 200,000 or more (excluding entitlement cities and Native American tribes therein) in the unincorporated areas and its included units of general local government. In Clark County, the urban county includes unincorporated Clark County, North Las Vegas, Boulder City, and Mesquite. The Cities of Las Vegas and Henderson are entitlement cities administering their own CDBG programs.
